Why William Fry’s Bold Move to Bring Dr. Eva Barrett Onboard Could Reshape the Entire Energy Regulatory Landscape

Ever wonder what happens when deep regulatory expertise meets the fast-evolving world of renewable energy? Well, William Fry just made a power move by bringing Dr. Eva Barrett on board as a consultant in their energy & infrastructure group — and this isn’t your everyday hire. With over 16 years navigating the labyrinth of EU and Irish energy policies, Eva’s journey from the European Commission to Solar Ireland and now to one of Ireland’s top law firms is like having a secret weapon in Brussels’ energy battleground. Here’s the kicker: most energy lawyers don’t have the inside scoop on how EU decisions translate into Irish law — but Eva does, and that edge could mean all the difference for renewable projects aiming to soar. As Ireland’s renewable regulations twist and turn, having someone like Eva to steer through those shifts isn’t just smart — it’s essential. William Fry has appointed Dr Eva Barrett as consultant in its energy & infrastructure group.

Dr Barrett joins from Solar Ireland, where she was director of policy and regulation and led the trade association’s engagement on RESS 6, grid and planning reform and the implementation of the Net Zero Industry Act.

With over 16 years’ experience across private practice, industry advocacy and regulatory leadership, Dr Barrett brings additional EU and Irish energy regulatory expertise to William Fry’s energy, climate and environmental law practice.

Her career career encompasses EU institutional work at the European Commission, academic roles at Trinity College Dublin and Vermont Law School and experience at some of Ireland’s leading law firms.

William Fry believes her experience as a practitioner, industry regulatory strategist and with the European Commission experience is unusual in the Irish market and gives her a perspective most energy lawyers don’t have.

Fergus Devine, partner and head of the energy group at William Fry, said: “Eva is one of the very few people in Ireland who has worked on EU energy regulation inside the EU Commission, inside a trade association, and in private practice.

“For clients developing renewables projects here, that matters. Irish energy regulation is shaped and predominantly developed in Brussels.

“Eva’s understanding of how those decisions are taken and how those decisions interact with and inform Irish laws and regulations gives our clients an edge that can deliver additional value.”

Commenting on her appointment, Dr Barrett said: “William Fry has built very strong energy, environmental and planning practices, and the firm’s experience and relationships at EU level, including through Brussels, are a real strength.

“I’m joining at a point where the regulatory architecture for Irish renewables is evolving rapidly. I’m looking forward to working with clients on navigating, shaping and progressing projects through these frameworks.”
